Oooh, tough call! I think I'll go with cute ol' Spunky! Also who was Philbert? Was he the turtle? Because if he was, he was hilarious! ("I'm naseous..." )

Rocko himself. He was always the most relateable for me, which is actually very important since the show always had sort of a satirical edge.
Two eyes, two ears, a chin, a mouth, ten fingers, two nipples, a butt, two kneecaps, a penis. I've just described to you the Loch Ness Monster. And the reward for its capture? All the riches in Scotland. So I have one question: why are you here?

Probably Heffer, as he offered some of the best inside jokes (the Milk-O-Matic, "We need some fertilizer! You got the sports page?").

Spunky. He's just too cute. Oh, and I think the doctor's name is Dr. Hutchinson. I'm thinking right off the top of my head.

I like everybody in the main cast (Rocko, Heffer, etc.), the people you always see. And, for some reason, Dr. Hutchinson. She reminds me of my dentist.

Heffer was my favorite not only because he was funny, but also because he looked quite funny, as well.

Heffer was awesomeness. Never really was a big fan of Filburt, since they pretty much decided to overkill him starting with the second season.

Really Really Big Man was a pretty wild character - where else will you see a gigantic superhero whose nipples could see into the future - and I still consider him one of the stronger sources of humor on the show.

And Dr. Hutchinson and the Chameleon Bros. (whose individual names were Chuck and Leon, if I'm not mistaken) were also classic. I still remember the episode where the Chameleons set up a coffee house with absolutely horrible coffee, then launch into this huge story about how it was created for a Russian czar, and Chuck tells the whole story in this hilariously dignified voice (normally, their voices bear a resemblence to that of Dr. Nick Riviera).
