In the original Powerpuff Girls, one episode had the girls asking for $2000 from the Mayor so they can buy a golf club for their dad, the mayor freaks out and after he calms down mutters "I'm no sugar daddy, those days are over."

Another episode had the girls introduce their new friend to the Professor, and explained that they were an accident he created in his lab, leading their new friend to respond with "Don't worry Professor, I was an accident too!", and the Professor looks shocked.

While not animated, I remember this moment from The Suite Life of Zack and Cody Season 1 Episode 13 "Poor Little Rich Girl"

Maddie: It's time to strip and make the bed!
London: Well, if that's what poor people do... (starts to unbutton blouse)
Maddie: Whoa, slow down there, big girl!

(It's even better because when London starts to unbutton her blouse, what's usually a laugh track turns into a cheer track)

Also, from Pokemon Season 4 Episode 8, "Hassle in the Castle"

Jessie: To protect us from all of that chafing and itching!
James: It might finally stop all of Jessie's... complaining!

Suite Life of Zack & Cody also had a scene in one episode where a chef is going through his ingredients and he's like "Virgin olive oil... Extra virgin olive oil... Olive oil with a questionable past..." It's stupid but I laughed.

A little different, but I remember being surprised at some Totally Spies episode having them ambush a villain they were expecting to do something-or-other and one of them saying "You put the 'tard' in 'tardy!'"

From an episode of Liberty's Kids, a PBS Kids show:
    Kid: "Black Dick?"
Adult: "That's what they call Admiral Howe. Give us black dick and we fear nothing.
You're a dolt with the IQ of a peabrain that probably loves lowbrow sitcoms like The Big Bang Theory, Frasier and Seinfeld to not grasp the biting satire and wit of the classic 65 (Rugrats).

Not really from a show, but I remember a Powerpuff Girls/Justice League crossover promo on Cartoon Network where one of the girls said to Wonder Woman, "Someday, we'll be as developed as you!" and Wonder Woman made a face.

I think there was an episode of What's New Scooby-Doo? (I think) where a girl looked seductively at Fred and said she was 18 and now old enough.... to vote.

    Love that one

The DCAU (but especially Justice League/Unlimited) was so full of stuff just as blatant as that that I stick those shows on the same "doesn't count" shelf as Rocko and Ren & Stimpy in discussions like this and don't even bother bringing them up

Here's another Suite Life one, this time from The Suite Life on Deck Season 2 Episode 17, "Rollin' with the Holmies"

Marcus: This is almost as embarrassing as the time I performed at Madison Square Garden and my pants fell down.
Zack: You mean 20,000 people saw your underwear?
Marcus: If only I had remembered to wear some!

Innuendos in kids shows is such a common thing these days that its not really funny in and of itself anymore. The "OMG they did that even though the show is for children!" aspect wears of when it becomes completely excepted.

One show that really stood out among the crowd regarding innuendos though was the original Powerpuff Girls. Instead of just making minor remarks with double meanings, this show sometimes allowed one big epic innuendo to make up the backbone of an entire episode. Check out the episode "Members Only" for what can only be described as an epic symphony of freudian symbolism.

It's not exactly a kids show, but I remember how back in the day, Cartoon Network used to have a commercial where the Legion of Doom had kidnapped Aquaman and Wonder Woman and were about to kill them, only to be saved by the Powerpuff Girls. At the end, Wonder Woman compliments them and says they are developing into fine young superheroes, and Bubbles goes "Someday we'll be as developed as you!"

Then it cuts to Aquman and Wonder Woman's shocked expressions, the Legion of Doom start laughing uncontrollably, and an embarrassed Wonder Woman awkwardly crosses her arms near her chest.

I remember that, wasn't that one of those bumpers Williams Street used to do with old Hanna-Barbera characters and the like? Wouldn't surprise me.

A... certain moment, in the SpongeBob episode House Fancy. It's not a dirty joke, but it's disgusting. If you've seen the episode, you KNOW what I'm talking about.
