Season 8 is the way it is because O&W were under the impression the show would end soon after season 8 and so were doing all they could "pushing the envelope" and finding things that hadn't be done before.
And you know what, it worked. Season 8 is one of my favourite season because it has so many memorable episodes. Okay there is some dead weight there but there is no perfect season.

The last classic era episode, for me, was Treehouse of Horror IX (4th episode of season 10). After that, I felt that Mike Scully just went batshit insane with the series. I still find the Scully era to be entertaining, and I enjoy a lot of the episodes, but they are not classic to me. I recall when a majority of season 10 aired, I was thinking "what the fuck is happening to The Simpsons??"

If you want to be technical about it the last classic era episode for me is "Miracle On Evergreen Terrace". So I guess the classic era for me is seasons 1-8.5.
My Favorite Episodes: Homer's Barbershop Quartet, Itchy and Scratchy Land, Homer and Apu, Burns' Heir, and Rosebud.
My Least Favorite Episodes: Elementary School Musical, Lisa Goes Gaga, Kill the Alligator and Run, Saddleshore Galactica, and The Ten-Per-Cent Solution.

Season 8 still had a lot of good episodes, i voted to keep it classic. Though I will agee there were some pretty weak episodes/jokes/premises/writing, it had started to go downhill by then, but there was still lots of heavily quotable and classic moments so that saves Season 8 for me.
So basically what I am saying is I like it. I like it like I like curly fries.

Classic status should be declared by the individual episode, rather than extended periods of the show. The episodes themselves are more important anyway.
Seasons 1-9 - Classic era
10-12 - Scully era
13-16 - Silver age
16.5 - Into the abyss
17 - The shit abyss
18-24 - Zombie Simpsons
Which are confined to the name "season", which hold the episodes in question. The bulk of them are great. Therefore, it is a great season. It is silly to judge a season by one episode.

For me, the line between classical and non classical is about characterization and plot.
Ask yourself: does the episode have believable characterization? Do all the characters behavior conform to the characterization of the classical era characters?
And about plot: do the plots seem believable? Are there plot holes? Keep in mind that even if the plot is crazy, kinda like "Bart inner child", it still can be believable as long as the plot progresses logically(http://deadhomersociety.com/2012/01/17/compare-contrast-simpson-kid-causes-mass-hysteria/). But when you have Simpsons going to fucking Antarctica, you are fucked.
Anyways, when You have episodes that have believable plots and characterization, then u have a classical episode. That's not to say every episode must be perfect in order to be classic worthy. "homers odyssey " had some wobbly Homer characterization, but ultimately it still managed to depict a good husband and father doing everything he can for his family. But when you have jerkass Homer(a fundamental basic Homer characterization error), the episode is fucked, no matter how good everything else is.
Thetefore for me, season 8 is classical

Although, I'd argue that the classical era started with season 2 rather than season 1, and lasted till the ninth season.

In "Homer's Phobia" he's just ignorant which is a believable characterization. In "The Springfield Connection" he is mean to Flanders but I still find it funny. I can handle it in small doses not in Scully doses.
No. While Season 8 is a bit of a step down from Season 7, it's still well ahead of what would come after it. I like that Oakley and Weinstein tried to push the boundaries of the show a bit more in some episodes and it contains several of my absolute favourites.

Season 8 is definitely one of the weakest seasons of the classic era. "Homer vs. the 18th Amendment", "You Only Move Twice" and "The Springfield Files" are fantastic episodes but they don't hold a candle to the comedic genius of Seasons 4, 5 and 6. The eighth season of "The Simpsons" is still much better than the vulgar and tasteless garbage that the writers are churning out nowadays... I voted no.
