No, John K wanted to use his George Liquor character in that role, but Nick wouldn't let him(they hated the character). John used a Doug inspired character to get back at Nick(it is said that Nick expected Doug to be the most successful of the original three Nicktoons, and ironically it was the least successful). John doesn't like the scene with the Doug fairy, and for that reason the scene wasn't included on the Complete Uncensored Season One and Two DVD set.
Also, that particular cartoon was originally intended to be an episode of Tiny Toon Adventures.

I can't watch Doug any more. I enjoyed the show to death when I was a little kid, as I related a lot to Doug; he was creative, kind of misunderstood, and he loved to draw. I don't have sympathy for the character any more, seeing as almost any stimulus in front of him would cause him to have one of his fantasies. Seeing the word "It" on a billboard made him fantasize that he met this gigantic underground rock creature. He had created this fantasy world of his, complete with superheroes and sidekicks, to escape his banal life in Bluffington, but then he'd do things that'd probably cause others to question his sanity, like doing the "Quail Eye" to freak out Roger. It just felt like too much.
