As decent as Sums is for a modern episode, it's beyond me how it's tied with Bart Gets An F. My vote goes to the season 2 classic.

For me, it'd be "Bart Gets an F", followed by "Girls Just Want to Have Sums" by a hair. The former is an interesting episode from a character development standpoint, and the latter tells a good story and has decent characterization. Both have excellent animation. How the Test was Won was okay, but, for me, The PTA Disbands doesn't hold up for me.
