Episodes With The Highest Amount Of Secondary Characters

I thought of this just recently: other than the 'Who Shot Mr. Burns' two parter (in which many secondary characters appeared), which episodes has the largest amount of secondary characters appearing in them?

I'd assume 22 Short Films About Springfield...
Top Five Episodes: The PTA Disbands, Last Exit to Springfield, Mr. Plow, Marge vs. the Monorail and Eternal Moonshine of the Simpson Mind.

Eternal Moonshine of the Simpsons Mind has probably the most secondary characters, but they're all just thrown in really, I'd say WSMB probably has the most secondary characters with lines.

Homer vs the Eighteenth Amendment has a St. Patrick's Day Parade, the scenes at Moe's, the scene with Rex Banner downtown investigating, and everyone at Homer's execution, plus several people at other places as well...

In "Bart's Comet" when most of the town took shelter in Ned's bomb shelter. Also in "Homer the Vigilante" when many of them met at Ned's basement bar and when they attacked Homer with food at his home.
Jimbo Jones: [about Homer] I hear that guy's ass has it's own congressman!
Bart Simpson: I wash myself with a rag on a stick.
Homer Simpson: [takes cap out of dryer and puts it on his head] Mmmmm... I CAN feel three types of softness.
Lisa Simpson: [from upstairs] Dad, what are you doing down there?
Homer Simpson: Washing my fat guy's hat honey!
