His voted at 5:16am on the 28th and then again today at 3:30am.

I could see a basis for allowing his ballot in light of the fact that Zombies Rise from the Sea is stuck in a leap year time warp forcing him to relive February 28th twice and the next official votes not coming in until Fry-O-Rama's ballot at 7:52am. Provided, of course, that stitchje waits until at least 5:16am on the 1st to vote again.

EDIT: Scratch that. He's jumped the 24-hour window TWICE the past two days. He voted on the 27th at 9:56am. Then voted again less than 20 hours later on the 28th. But his vote on the 28th didn't count due to his entry not adding any points so technically his vote this morning at 3:30am was the first to count in over 24 hours. So just ignore me.

You're correct on this. The confusion came from the fact that only the absence of positive points was called out and not the pre-emptive voting attempt. He was wrong on both points but as the vote on the 28th didn't count, there was no clock to jump and the points allocated on the 29th should stand.
