Ya, there's no correlation between episodes in the season and who's on the cover it seems. It doesn't matter to me too much who's on the cover, but I guess I'd prefer the more prominent characters to get their chance. Also, as far as somewhat lesser characters go, I'd like to see Chief Wiggum and Groundskeeper Willie on a cover someday.

Maybe Willie will be on the season seventeen cover due to the "My Fair Laddy" episode being about him.
I think they choose the characters that are harder to design for the "3-D" DVD boxart.

Looking at Season 15 the middle two discs would be tough to design around the plant but disc 4 would again be very easy. Still in Burns' office have Homer as pie man attempt to pie Burns but pass out on the couch, while Bart moons Burns and is promptly arrested and Lisa comes in only to be tempted by the ponies and later chased away by them. That would at least cover "Simple Simpson," "Bart-Mangled Banner," and "Fraudcast News." You might even have Smithers next to Burns holding a mother mole for Burns to suckle on.
So yeah, a Burns centered Season 15 set would be pretty awesome!

No RJS but I imagine he checks from time to time.
And disc 2 could have Homer in the lunch room giving Lenny some certs like in "'Tis the Fifteenth Season" while Burns sits at a piano with Beethoven Nelson from "Margical History Tour."

I would guess they were in THOH, but whether or not a character is heavily featured in a season doesn't really seem to matter to who gets on the cover.

not trying to be a jerk, but can we stop speculating about s15? i mean, we don't even have s14 yet. and when we get s14, chances are there's going to be a long wait till s15 comes, at which point a thread will be made to talk about it.
