Hard choice... Ned was great in the classic era, but less after the death of Maude. So, I vote for Moe.
Season Rankings : 7 > 5 > 6 > 8 > 4 > 9 > 3 > 2 > 10 > 15 > 16 > 1 > 11 > 14 > 12 > 20 > 18 > 17 > 19 > 13.

Ned was amazing in the classic era, but Moe has stayed consistent.
