5/5
The Spinal Tap first act is great, and Principal Skinner yelling at Martin on the school bus is one of my favorite Simpsons moments ever.
As a kid, I thought this episode was awesome. I liked Otto because Bart liked Otto.
Later, I realised Otto was not that great a character as I used to remember him and doesn't deliver the laughs either. Hell, Skinner is definitely having the best scenes in this one, together with Homer singing that Spanish Flea-song.
Very good episode. I'm torn between giving this a 4 or a 5, but I think its more deserving of a 4/5.
4/5
I like the begining, and the ending, the rest was ok,but not great
Just seen it again after watching the Spinal Tap movie. so many notable quotes:
Homer: Hey, how come you never play your guitar any more? Bart: I'll tell ya the truth, Dad. I wasn't good at it right away, so I quit. I hope you're not mad.
Homer: [sweetly] Son, come here! Heh heh heh... Of course I'm not mad. If something's hard to do, then it's not worth doing! You just stick that guitar in the closet next to your short-wave radio, your karate outfit and your unicycle, and we'll go inside and watch TV.
Homer: Will you knock it off, I can't hear myself think! [thinks] I want some peanuts. [aloud] That's better!
Marge: What's Bart: Mom, I thought you might forget our little conversation this afternoon, so I took the precaution of recording it. Marge: What conversation? Bart: [turns on a tape recorder] Tape: [Bart] ``Mom, can Otto live in our garage for as long as he wants?'' ``He sure can!'' Homer: Marge, what were you thinking?

Entertaining. Was great to see a Spinal Tap cameo and it had it's funny moments i.e the kids singing 'Hail to the bus driver' song, Otto telling Lisa a scary story and Patty/Otto moments. But plot a bit too weak for Season 3 but by most television standards it's excellent. 4/5 and 8/10
A fast paced gem. The Spinal Tap concert had more laughs than all of season 17.
Best Quotes:
Marge: I hope the Spinal Taps don't play too loud.
Homer: Oh, Marge I went to thousands of heavy metal concerts and it never hurt me.
Marge: (Homer's ears ringing)
Homer: I hear ya. Come on boy!
Michael McKean: Well, after the Berlin Wall fell down, our records started selling on the dismal side of the Iron Curtain, and naturally that gave us a boost.
Christopher Guest : We're very big in Bulgaria, and what's its name, the other Garia?
Michael McKean: Hungaria?
Christopher Guest: Yeah, whatever.
Harry Shearer: I can't think of anyone who's benefitted more from the death of communism than us.
Christopher Guest: Well, maybe the people who actually live in the communist countries.
Harry Shearer: Oh, yeah, hadn't thought of that.
Michael McKean: But this is a rock concert, not the bleedin'..Splish Splash show!
Harry Shearer: We salute you, our half inflated Dark Lord!
Michael McKean: Good night Springton! There will be no encores!
Otto: Better fasten your seatbelts, Little Dudes!
Lisa: We don't have seatbelts.
Otto: Ahh, well then uh, just try to go limp.
Otto: .. But if you need proof of my identity, i wrote my name on my underwear. Oh wait, these aren't mine
Principal Skinner: Well that tears it. Until you get a license and wear your own underwear Mister, you are suspended without pay.
Landlord: All I found in there was a jar of mustard and a couple of old Cycle magazines.
Otto: Wow! I had mustard!
Marge: Doesn't the Bible say "whatsoever you do unto the least of my brothers, that you do unto me"?
Homer: Yes, but doesn't the Bible also say "thou shalln't not take ..moochers into thy..hut"?
Homer: Will you knock it off, I can't hear myself think!
Homer's Brain: I want some peanuts.
Homer: That's better.
Highlights include Homers idea of "fun in the back seat of a car", Spinal Tap kicking Moammar Gadhafi in the butt T-shirt, the Spinal Tap concert, Homer singing Spanish Flea as the Riot police move in, Kent Brockman's editorial reply, Bart's rock-and-roll fantasy (I Said Slag Off!), Skinner merging into traffic (Hail to the bus driver- SHUT UP!), Apu's chutney squishee, Bart's tape of Marge's "permission", Otto's 'bedtime story', and both of Otto's attempts at his drivers test.

It's always strange how an episode with a lot of great jokes and moments can, all together, be not all that great. I'd say a 3/5.
Heh heh. Just the other day, for no reason at all, I though "thou shalt not take...moochers into thy...hut?" Great line!
Otto: Wow, cherry axe, Bart dude.
Bart: I think it's broken.
Otto: Oh really? Give it here !
4.5/5 Maybe my favorite episode of the season.
Dragging? Aimless? Messy plot? You people are all crazy.
Seasons 1-9 - Classic era
10-12 - Scully era
13-16 - Silver age
16.5 - Into the abyss
17 - The shit abyss
18-24 - Zombie Simpsons

Yep, although it isn't one of my favourite episodes from the season, I can say that this is an underated episode that deserves a strong 4/5.
Otto and Selma together were the best parts of the episode, hands down.
Least favorite episode of the season. One of the 50 worst of all time (in 2006)
well i don't see how that's possible, but ok.

anything's possible if you put your mind to it.
except possibly that
bent.

flexo can bend. you've 'bent' logic.
congrats dude.
I recently watched this again after a very long time, and dang if I don't think it's a helluva fun episode. Some people are calling it aimless, but I really enjoyed the plot development and how they pieced all of the elements together. It was very fun getting to the main plot, and there are a lot of great laughs along the way. Now I hum "Hail to the Bus Driver" while I drive. I don't know why I didn't care much for it in the past, but it's now very much part of my regular viewing rotation!
Plus a buddy of mine thinks he might be able to make this shirt happen:
