^I think it was a reference to Beauty and the Beast, the movie that the scene was parodying.
The "see my vest" song was parodying Beauty and the Beast's "be our guest." But the nanny in the song was actually from 101 Dalmations.

(This plot makes no sense in the UK, by the way - the NHS would treat anyone for for free.)
