    I also have a question: I was watching Homer to the Max tonight with commentary and Mike Scully mentions that when Ned's voice is "replaced" (when he walks past the window) that it's HIS voice.
    Did I misinterpret what he meant by this or did he really give his voice for the line?

    Nah, it's Mike Scully. Watch the ep and give it a listen. Or better yet, watch that one scene and ignore the rest of episode. But I'm 100% it's Scully.
