The joke is that Marge is imagining a future where she went into Journalism.... in that future, the soviets won the game, which sends Marge into hysterics. Instead of having some major world event change, the outcome of one hockey game does, which, in the grand scheme of things, is largely irrelevant.... I guess it really is less funny if you explain it...

In Bart vs Australia the government guy is showing them a slideshow. He is talking about how america really liked australian culture in the late 80's but that it didn't last. The slide that comes up then is a movie theatre and the marquee says "Yahoo Serious Festival" and the building is all boarded up. Then Lisa says "I know those words, but that sign makes no sense." What the hell is this all about anyways?

^I'm sure about the A3 thing (the A stands for Alabama btw) because it was asked loads of times at Maggied and is in the LISA on SNPP. And as SF! said The Lovin' Spoonful's "Summer in the City." is one (one of the riot songs). I checked OSBF and it mentioned these two plus 'Radar Love' (Fat Tony's request on the radio, I assume that's the other one), although it doesn't mention an artist. That's as much I know.

Jesse Helms was a senator. Here in the US Senators routinely propose/back up laws and proposals. I believe Helms was a Conservative senator, so I believe the writers just decided to use him as an example. In any case the joke is more on the fact that a tax is being put on donuts, which Homer loves to eat so it disturbs him.
