I know Marcia Wallace is often noted as a guest star and her first appearance was in Bart the Genius, but as for not regular characters, that's Ron Taylor as Bleeding Gums Murphy in Moaning Lisa

How about Christopher Collins as the voice of Burns in Homer's Odyssey? Do we count him?

Well we was supposedely part of the cast (although uncredited) and quit after only 2 episodes (Homer's Oddyssey and Some Enchanted Evening), where he was the original voice for Mr. Burns and Moe, that's why Groening and the others often refer to Azria as "the new guy" in their comentaries

I thought that Azaria did the voices for them before they aired, but the original versions had CC. And also, first guest star to play themselves was the guy singing the Capital City song in Dancin' Homer.

And even that's wrong, because that was towards the end of the season. Ron Taylor played Bleeding Gums Murphy in just the sixth episode (halfway through the season), so I'd say he is the first true "guest" star.

If you're talking about production order, the first episode produced was Some Enchanted Evening. Hence the first guest star would be Penny Marshall as Ms. Botz. June Foray was also in that episode, but she's a bit less of a star, more of a semi-famous voice actress.

If you're talking about airdate, then I don't think we can count Christopher Collins, since he voiced a regular character. I wouldn't count Marcia Wallace either, for that same reason. As for the real first one, that depends on your definition of star. I only know this through the IMDB, but Sam McMurray, a regular on the Tracey Ullman Show, did a voice as Worker #1 in Homer's Odyssey. He also did a voice in Homer's Night Out, so maybe the staff thought McMurray would be a regular guest every now and then but it never panned out.

If you don't count McMurray, then we are left with Ron Taylor.
