I just finished rehashing the guest star list on Wikipedia. I made it by episode. There is no complete list anywhere on the Internet. There is a decent one on IMDB, but it has some ommissions and mistakes. SNPP has a nice one but they don't mention recurring guest stars (Kelsey Grammer and Joe Mantegna) and it only goes to Season 11 and Wikipedia used to just have one big list. The episode pages mention the guest stars, but they usually don't mention the minor ones.
So using those three sources, I put them together and made a list that I like to think is about 98-99% complete (and accurate) and is probably one of the most complete on the Net (In English)
So tell me what you think and feel free to add anyone I missed. I didn't include the "also starring" guests and I only mentioned the key appearances by Marcia Wallace and Phil Hartman, but maybe at some point I'll add the two of them.
At the end I added a "Guest Stars who Nearly Appeared" and I was thinking of adding "Confirmed stars who turned down an offer" but I figured it's pointless and Wikipedia would probably delete it, but feel free.

That's a really long list. It's probably the best on the net - no others are so complete and up-to-date - great work!

Just a quick question - When was Phil Hartman's first appearance as Troy McClure? And his first appaearance in general? I wanted to mention them.
I added in Marcia Wallace and Hartmans significant appearances. Special Edna, Bart the Lover, Grade School Confidential, Big Fat Geek Wedding for Wallace and Fish Named Selma as well as 138th and spinoff and his appearances as Tom and Langley for Hartman.

I'm not certain about Troy McClure's first apperance, but the earliest episode mentioned on the Troy McClure file on the SNPP is Homer vs. Lisa and the Eighth Commandment. He's on a program-length advertisement on the stolen cable, hocking a candy that both cleans and straightens your teeth. If I had to guess what Troy's first apperance would be, that would be my guess.

Like I said, I decided not to mention all the Hartman appearances, except the key ones. And Dave Thomas was in Bart has Two Mommies?
I made some of the changes. I added in Michael Carrington but otherwise I decided to keep out the "also starring" voices. And I only mentioned the voices of various groups if they had individual lines... eg. U2 or Aerosmith. I mentioned NRBQs members because they actually appeared. But the B-52s, Baha Men and Los Lobos just did songs so is there any need to mention their individual members? Besides, I don't think the individual members were mentioned in each episode anyway.
You also mentioned that I missed some characters that were done by an afore mentioned guest star. I prefered to just mention the main character(s) they voiced and not the minor ones. It seems less cluttered that way.
If there really is a need to have all the Phil Hartman appearances (I can understand him because his appearances were usually special, unlike Marcia Wallace) or the Also Starring Voices or list the members of groups when they didn't do voices, then mention it here and I can add them.

I noticed that in one of the changes you now have Tracey Ullman as only Sylvia Winfiend. She still played Emily Winthropp, but played Mrs Winfield (in this one occasion) as well.
