Matt Groening has mentioned several times that Bart never says "Cowabunga," but we know that's not the case. I'm almost positive he's said it at least four or five times during the show (excluding the Behind the Laughter thing), the most recent (and only) example I can clearly remember is in this year's Treehouse of Horror.
Can you find all the cowabungas?

Bart Gets An "F", as he is about to go out in the snow.
The only other results I found on SNPP were meta-references to the fact that 'cowabunga' mainly appeared on the T-shirts.

"Telltale Head," "Bart Gets an 'F'," and (sorta) "Behind the Laughter" are all of 'em. And apparently this year's THOH but I don't remember when that was in the episode....
I think one Bart army at the end of "The Father, The Son, and the Holy Guest Star" might have said it it too, but I'm not sure. And, of course, there's "Bart" in "Cartoon Wars." :p

Ah, Telltale Head was the one I clearly remember them not mentioning during the commentary.
In THOH XVI's Bartificial Intelligence, Bart yells "Cowa..." as he jumps out the window, then when recovering from his coma, finishes with "...bunga!"
Dang, is that all? I could've sworn there were others...

Heh, I think other characters have said it more than Bart (eg Apu in Bart's Inner Child, Lisa in Summer of 4 Ft. 2).

I remember that Bart said "Cowabunga" in episode "The great money caper", but that one happened after season 11. :/
I know more cases probably...
his codename when he was corresponding via radio w/homer during the wedding in "my big fat geek wedding" was cowabunga1, i believe.

I think the writers honestly don't remember Bart saying Cowabunga, but they remember it appearing on the tee-shirts

Uh, yeah, I'm pretty sure that the Teenage Muntant Ninja Turtles used it waaay before Bart did.

Ai Carumba, on the other hand, can be clearly seen to be an early-mid OFF Bart phrase.
The staff said in the commentaries that all of Bart's catchphrases were stolen from '80s shows.
