Bart vs. Australia springs to mind as an episode where the only non-OFF regular to appear or be mentioned is Milhouse (and Milhouse has certainly not been seen/mentioned in every episode) so we can assume that only Marge, Homer, Bart, Lisa, and Maggie are candidates for characters that are seen/mentioned in every episode. Furthermore, Maggie does not fit that criterion, because she was not seen or mentioned in The Last Temptation of Homer. So the only characters seen or mentioned in every episode are Marge, Homer, Bart, and Lisa.
